Carl W. Horn is Director of Utility & Energy Sector and Board Member for Celebrate Freedom Foundation
Carl is a retired Col. Army Infantry officer who served for 32(+) years. He is a 1976 graduate of the United States Military Academy (USMA) and was assigned to numerous senior operational, command and staff positions, and was also an Assistant Professor in the Department of Geography and Computer Science at USMA.
After earning his masters degree at the University of North Carolina, he became the Ft. Jackson, SC Training Centers Inspector General (IG) and then served as the State Inspector General for Maryland and the Deputy IG for the National Guard Bureau in northern VA. His last duty station was with the 1st Army as the Senior Army Advisor for The Adjutant General of Maryland where he retired in 2008. His most recent post-Army occupation was as the Vice President for Student Affairs at Newberry College, SC.
He currently serves as a member of the Ft. Jackson Retiree Council; 1st VP, Columbia Chapter of MOAA (the Military Officers’ Association of America); and President of the Lake Murray Seniors Bass Club. For several years he served on Congressman Mick Mulvaney’s military academy screening committee. His other interests include fishing, gardening, apiaries, participating in the Newberry Community and church choirs, and “all” home projects.
Carl has been happily married to his wife, Nell, for 39 years, and, together, have three wonderful, married sons…Carl II; Austin (MAJ); and David (CAPT)… who serve in the federal government, the Air Force, and Army, respectively…and five grandchildren.
